THE PROCEDURE FOR HOLDING A REFERENDUM IN THE REPUBLIC OF UZBEKISTAN

Abstract

This article reveals the role of a referendum in the political life of modern democratic states as a form of passing laws and resolving the most important issues of national importance through popular vote. An important tool for direct democracy. The main difference between a referendum and elections is that when holding a referendum, voting is not for a candidate or a list of candidates, but for a specific issue - a law, a bill, a constitution, amendments to the constitution. , the powers of individuals (such as presidential terms), the international status of a country or its internal politics, any question will be asked. Election results can be determined both by a majoritarian system and by a proportional system, and the results of a referendum can only be determined on the basis of the principles of majoritarianism (calculating the votes of the absolute majority). Referendum in legal dictionaries means a direct vote by voters on an issue of general interest. The institution of a referendum is one of the manifestations of the direct participation of voters in the management of the affairs of the state or any part of it, as well as one of the conditions for the existence of a democratic system in a particular state.
